Abstract: The use of renewable energy is not something new. Before the industrial revolution the wind force, water and the concentration of heat from sun radiation were used as sources of energy. There is currently a renewed push to move towards the use of renewable energy, mainly due to global warming. Baja California is seeking to set the tone on a national level as a green state. This paper looks to identify sites in the state with direct solar radiation potential (DNI) above 6.0, which indicates cost effectiveness. The results document that the rural areas of the cities of Mexicali, Ensenada and Tecate have DNI levels above 7.0 indicating potential areas of renewable energy generation that encourages rural development. Mexico has filed a series of amendments to legislation aimed at encouraging investment in the sector, but there is no clear policy in this context.
