Abstract: While Oaxaca is well known for its tourist attractions, its cultural and its geographical diversity; its poverty and marginalization are a contrasting shade. Oaxaca accounts for 570 municipalities, of the 2,445 total existing in the Mexican Republic. The municipalities are divided into seven regions across Oaxaca. Financial inclusion is considered an indicator of economic development. However, according to (NBSC, 2010) Oaxaca stands out for its low rate of financial inclusion. Despite the adoption of Laws of People Savings and Credit (2001) that regulates the Savings and Credit Unions (2009), no information and control over MFIs (banks and savings and credit unions) exists. Little was known about the services they provided and no information exists about how they created financial inclusion. The MFI were properly allocated and its contribution to indicators of financial inclusion was analyzed. A semi-structured interview of 322 managers was applied. The data obtained allowed us to make a first characterization, an institutional mapping and an analysis of the services they offer. It was tested in seven regions of Oaxaca. MFIs services contribute to financial inclusion indicators.
