Abstract:
This work explains the systems of funding from federal regions in Belgium and Spain. A detailed explanation and analysis of the current funding system of the Spanish Autonomous Communities is provided. We also examine the current system of financing of the Belgian Regions in 2009. We provide a comparison between the two systems, which includes the paradox of revenue and the equalizing effect over time. The results obtained indicate that the funding system established in Belgium does not intervene in such a decisive way when it has to distribute resources among regions.
