Abstract: The main objective of this study was to identify factors that impact the development of technology-based business incubators in Baja California. The results of the study should support the development strategies and progress of this business sector. A mixed research methodology was used, referring various relevant sources of information. Data was analyzed from strategic and value data matrix through statistical tests, which shows the strategic alliance opportunities with Higher Education Institutions to promote and to promote technology-based companies. Results describe elements that could be considered in Northern Mexico for the creation and functioning of incubators studied.
