Challenges of Heritage Management in China: A Case Study of Overplanning in Dimen Village

Abstract: China has 12 different heritage protection systems, which may result in multiple systems regulating and planning for a single heritage site. This study focuses on Dimen village, which is protected under three different systems, and examines five plans collected during fieldwork in 2019 and 2022 to analyze the varying contents of these protection systems. The findings revealed that distinct value assessment criteria for heritage sites exist across different protection systems, leading to differences in how protection areas are demarcated, key focuses established, and methods of utilization implemented. Furthermore, the study highlights the lack of necessary continuity between previous and subsequent plans within frequent planning cycles, which often results in limited implementation. In addition, this study emphasizes the low level of participation by local residents in the planning process and argues for the improvement of this aspect to ensure the effective implementation and preservation of heritage sites.
