Abstract:
The objective of this research is to evaluate the development plans that are made so far with using qualitative research design in terms of social work. Development plans express that improving the social policy within the framework determined objectives. The first development plan was conducted in 1963 in Turkey and plans have conducted 10 times so far. Because the main purpose of the development plans is to increase the welfare of people, it is important to evaluate the plans in terms of social work. This study was designed based on qualitative research methods. During the evaluation of the data in the study, content and document analysis was made and the created themes were grouped as 'social services, integrity-disorganization and social justice'
