Abstract: Posee una Maestría en Estudios de Desarrollo y Políticas Públicas por el Institute of Social Studies (ISS) de La Haya, Holanda y un Grado en Ciencia Política por la Universidad de la República de Uruguay en donde es Profesor de Cooperación Internacional y Desarrollo. Ha sido funcionario y consultor en diversas instituciones y organismos internacionales como el PNUD, BID, UNICEF, IDRC y OIT. Actualmente es Director Ejecutivo de la Agencia Uruguaya de Cooperación Internacional (AUCI) y desde enero de 2012 también ocupa el cargo de Secretario Ejecutivo del Programa Iberoamericano para el Fortalecimiento de la Cooperación Sur-Sur de la SEGIB.
