Abstract: The article deals with the problems of social complex, to solve which the investment policy of the region should be directed. The aims and main factors of investment policy have been determined, that assist in concentration and rational distribution of the limited investment resources of the social complex of the region. The organizational-methodological principles have been formulated, the realization of which assists in municipal securities to become an essential channel to attract the money to finance the social objects.
