Abstract: The article analyzed the dynamics of growth of cost of services at the enter-prises of water supply, sewerage and heating of Ukraine for 2002-2012 years. The extremely high growth rates require more cost effective management of costs. We proposed mechanism, which may stimulate reduction in the cost of housing and communal services.
