Abstract: The article offers to establish innovation enterprises among higher education institutions. It justifies that a legislative package that facilitates technology transfer should become an incentive for development of innovation economy in Ukraine. Integrated education is considered as a mechanism of practical realisation of feedback between production and education. And it is offered to consider them as a common scientific and innovation complex taking into account interrelation of scientific and innovation complexes.
