Abstract: The article develops an economic mechanism of effective realisation of social development of a big city, which is oriented at indicators of life quality and which uses principles of innovation development. It considers the role of big cities in political and socio-economic world environment and analyses problems of their development and role of regulating factors. It forms key principles of development of a big city and elements of a complex innovation system. It reveals specific characteristics of a big city as an economic and social system that ensures processes of current consumption, reproductionm of resources and realisation of future needs. It determines stages of development of the strategy of development of a big city. It provides indicators used when assessing activity of a big city. It offers indicators of assessment that take into account indicators of life quality and principles of innovation development.
