Development of E-government in Ukraine: Institutional Aspect

Abstract:
The article is devoted to the topical problem of development of e-government in Ukraine. Its goal is to specify the e-government notion, analyse the modern state and identify ways of acceleration of development of the e-government system in Ukraine from institutional positions. It establishes that e-government becomes a real alternative to the traditional government in the process of transition to the information society. The main obstacles on the way of its introduction in Ukraine are: the problem of digital inequality, high price and complexity of realisation of individual transaction services and regulations, absence (or imperfection) of the legal base, lack of high quality specialists in state institutions and insufficient level of wages and also insufficient financing of the programme of realisation of the state concept of e-government development. The article shows the necessity of acceleration of rates of introduction of the "Concept of Electronic Government Development in Ukraine" and activation of performance of obligations regarding the national plan of OGP initiative and revision of the philosophy of the government and bureaucratic procedures at all levels of state administration.
