Abstract: The article is devoted to the views of domestic and foreign scientists about the interpretation of category "intergovernmental relations". The definitions of "intergovernmental relations", "fiscal levers" were refined on the basis of theoretical analysis. made proposals for further reform the system of intergovernmental fiscal relations.
