Abstract: The article considers clusterisation of economy of a big city. It offers to define a cluster as a horizontally integrated target group of profile oriented and technologically and territorially connected enterprises and organisations of a big city. It reveals principles of efficient strategy of development of an infrastructural complex. It determines scientific and technical directions oriented at solution of the most topical problems of a big city. It considers methods of assessment and support of major investment projects as one of the incentives of innovation development of economy of a big city, based on principles of project management of economic development, flagship projects and indicators of efficiency of investment projects. It determines the role of the bodies of regional authorities and a complex of means they have for the most efficient use of this instrument. It studies specific features of realisation of major investment projects in the system of territorial planned administration of a big city.
