Abstract: The article studies the problem of identifying lags when applying instruments of stabilisation financial policy of the state. The author justifies a scientific and methodical approach to this identification. It offers a selection of instruments of money-loan and budget-tax policies, which exert the biggest influence upon the general indicator of the state of economy. These instruments are as follows: average weighted rate by all instruments (average quarterly value); refinancing of banks by the National Bank of Ukraine, including direct repurchase agreement transactions; NBU interventions in the currency market of Ukraine (balance); aggregate tax rate; time for taxes payment; state purchases (total amount - factual expenditures - during the reporting period by concluded agreements on purchase of goods, works and services); and subsidies for production and import. The conducted analysis of dependencies between the integral assessment of the financial policy and the said instruments shows that lags of the monetary instruments of the policy are shorter than fiscal ones. The obtained results allow variation of application of stabilising instruments depending on duration of relevant lags, which would allow application of development of long-term political decisions, development of justified plans of economic development and ensuring their execution.
