State regulation and support of competitiveness of telecommunication enterprises

Abstract: The article analyses existing problems of state regulation and support of the telecommunication industry. It shows that the telecommunication infrastructure is formed, on the one hand, under the pressure of needs of consumers of various service market segments, on the other - internal organisational, personnel, scientific and financial resources of producers of telecommunication services. On the one hand, production of telecommunication services has a comparatively low financial threshold of entering into business, which is attractive for development of private entrepreneurship. On the other hand, the telecommunication industry needs globalisation and correspondence with international standards, which is not always accessible for enterprises of the industry. The modern stage of establishment and development of the Ukrainian telecommunication infrastructure is characterised with reorganisation of the structure of basic operators at all levels of management. Thus, decisions made at the state level exert significant influence upon development of the regional telecommunication market. A new institutional structure of management of the telecommunication sphere, connected with enlargement of organisational structures, is being built at the state level. All enterprises that work in the market of telecommunication services (as a rule, independently from the declared goals) pay main attention to consumers that are ready to pay for services. Profit and income are the main criteria of enterprise activity. They are central factors of survival in the competitive market. At the same time, this natural inclination leads to overpricing the tariffs, irregularity of distribution of services by districts and categories of consumers. The social factor takes the second place in motivation of activity of telecommunication companies. Telecommunication coverage of realisation of applied issues of the state management is carried out residually.
