Economic and ecological optimal strategies of management of the system of regional solid waste disposal

Abstract: The article develops an economic and ecological model of optimal management of the system of solid waste disposal at the regional level, identifies its target functions and forms optimisation scenarios of management of this sphere with theoretically optimal parameters' values. Based on the model of management of the sphere of solid waste disposal the article forms an algorithm of identification of optimal managerial strategies and mechanisms of their realisation, which allows solution of the set tasks of optimisation of development of the sphere of solid waste disposal at a given set of values and parameters of the state of the system for a specific type of life cycle of solid waste and different subjects of this sphere. The developed model has a number of feasible solutions and, consequently, offers selection of the best of them with consideration of target functions. The article conducts a SWOT analysis of the current state of solid waste disposal in the Poltava region and identifies a necessity of development of a relevant strategy on the basis of the developed economic and ecological model with consideration of optimisation of mutually opposite criteria: ecological risk for the population from the sphere of solid waste disposal and total expenditures for this sphere functioning. The article conducts modelling of this situation by basic (current situation) and alternative scenarios and finds out that, at this stage, it is most expedient to build in the region four sorting lines and five regional solid waste grounds, while expenditures on this sphere are UAH 62.0 million per year, income from secondary raw material sales - UAH 71.2 per year and reduction of the ecological risk - UAH 13 million per year.
