Implementing the Deming management method in public administration: a systemic approach

Abstract:
William Edwards Deming, as a managerial theorist of quality management, captured the essence of his philosophy in 14 points for management, establishing a structured management system for continuous improvement of procedures, products and services, leadership for change, satisfaction of internal and external customers, cooperation with suppliers, empowering human resources, continuous training, encouraging self-improvement and setting the framework of total quality management and other quality management systems. The primary purpose of this study was to evaluate to what extent Deming management method is being implemented in Greek Public Administration. The findings of this study showed that Deming management method is applied to a mediocre extent in Greek Public Administration, and thus, recommendations for further improvement were introduced.
