IT as a facilitator of government inefficiency: a case study of the US system

Abstract: IT is a critical enabler of business efficiency, effectiveness, economic sustainability and equitability, especially in terms of access to information. In the US Government, policymakers have attempted to implement whole of government reforms to leverage the power of IT, enable open access to information and improve performance management. Key to this has been a push for systems to evidence and guide policy planning, management, strategy development, assessment and measurement. However after 20 years, three presidents and $600bn in investment, information technologies are yet to deliver on expectations. This paper will provide an overview of US Government reform in the context of performance management and will discuss initiatives and issues in the application of IT to policy reform.
