The development of social entrepreneurship in Latvia: the role of municipalities

Abstract: The dialogue between social enterprises (SE), being considered as agents of change, and local government, contributing to local development, is of a vital importance. This paper aims to analyse current situation of the social enterprises' phenomenon within the Latvian local government and to identify support mechanisms, which the local government can provide to social enterprises. The emphasised issues are that the local government bodies in Latvia have limited understanding of the essence and criteria of social enterprises as well as insufficient support mechanisms. The importance of the latter towards social enterprises is of high importance, although they have not been well researched in the Latvian context yet.
