Gershanok International Journal of Economics and Business Research, 2023, vol. 26, issue 4, 557-573 Abstract: The problems of innovative development of countries in terms of accelerating scientific and technological progress have been studied in this article. The authors identified five main factors having a major impact on the success of the innovative economy. The authors introduce the concept of the quality of the economic and political system to assess the conditions of innovative business. The necessary requirements to the quality of the national economic system in the conditions of the innovative economy development have been defined. For the first time, the authors introduced a system of assessing the quality of the economic and political systems of the country in the innovative economy. The authors propose a multi-factor model of managing the country's innovative development using the integral quality factor of the economic system. The model is based optimal conditions for the successful functioning of the innovative companies in the national economic environment.
