Delphi research assessment for popularising Compact Fluorescent Lamps in India

Abstract: In continuation of our earlier work on popularising a seemingly perfect illumination technology, i.e. the compact fluorescent lamp (CFL), a Delphi study was undertaken with experts in lighting technology, backed with an intense focus group interaction to settle divergences and discordances noticed earlier, when the authors had recommended an aggressive implementation of the prescription for EDucation, POlicy support, STAndards, Demonstrations and INdustry involvement (EDPOSTADIN) for popularising CFLs. This article describes how the results of the Delphi study, analysed in terms of an Importance Index, clarified many questions of strategy and helped formulate an action plan, which could be followed by the governments of any developing country for disseminating a superb energy-efficient technology such as the CFL.
