The energy system in Bulgaria - challenges and barriers to transition

Abstract: The article is based upon the results of the scientific research and analysis for the establishment of the "National Strategy for Development of Energy and Energy Efficiency until 2010", the "National Energy Efficiency Program" and "The Second National Communication on Climate, the Framework Convention on Climate Change". An attempt is made to give an estimate from the point of view of the energy sector and the economics of transition from a planned economy to a market economy for the period 1989- 1998 as well as to give a forecast for the period until 2005. Problems of energy saving due to limited local energy resources, structural reform, energy market liberalisation, and environment protection are outlined. Research in Bulgaria in the field of energy efficiency and experience in institutional and legal support are discussed as well as participation and cooperation with Western countries and other countries in transition.
