Energy, economic and environmental dimensions of an energy efficiency program for Bulgaria

Abstract:
The paper presents some aggregated technological, economic and environmental indicators of a national energy efficiency programme for Bulgaria. The programme, elaborated by a large inter-disciplinary team and approved by all ministries, covers macroeconomic and branch dynamics, industry, households and service sector, transport, efficient lighting programme, and the energy sector of the country. The quantitative characteristics of the programme are impressive it could halve the energy intensity of GDP annual energy saving is evaluated at 1.3 bln. US$, avoided construction of electrical power capacities is equal to 3 bln. US$ - a sum exceeding the investments needed for implementation of the whole programme by a factor of 1.3. Implementing the programme in Bulgaria could satisfy the obligations of the Kyoto protocol.
