A staged framework towards citizen-centric knowledge portal in developing countries

Abstract: This paper proposes model for citizen-centric knowledge portal in developing countries. This framework is based on knowledge flow that is efficiently needed to streamline the link between government and citizens. This knowledge-based framework, 'ACTS (knowledge acquisition, knowledge customisation, knowledge transfer and service of knowledge)', proposes integration between government and citizens. This paper attempts to formulate the service delivery towards and from the citizens and helps the government to provide services and orientation at a higher level. A new staged framework for knowledge portal is proposed; keeping the awareness of citizens as a crucial factor based on literature review and an analysis of early adopters of knowledge portal. This paper explores the application of knowledge-based web portal in developing countries like India. It presents a conceptual framework for applying knowledge-based web portal in India.
