Abstract: The factors cost quality and project delivery risk are important in increasing decision making accuracy and project performing output. The accuracy of the parameters increase, while the project in developed. We should reduce the project performing time and cost according to the quality increase. The source limitation and the project delivery risk must be considered since optimisation in essential. This model is a trade-off among time, cost, risk and their risk the highest quality. In the paper, considering the dolphin lifestyle and feeding method, an extra initiative logarithm is presented. Specific techniques of hunting dolphins (STHD) is introduced and applied to solve the trade-off problems (for showing this method qualification and features an example in give and optimised) and suitable solution in decision and performance have been applied. The achieved computed conclusions of performing this algorithm are compared with the invasive weeds growth algorithms and the method flexibility is analysed using analysis of variance.
