This study proposes a set of criteria for the operational procedures of control, handling and road transport of explosive hazardous cargo, its importance is associated with the performance, which facilitates the movement of volatile and extremely dangerous materials. The objective is to identify the parameters for logistical movement, which preserve environmental safety and obey the rules of law. The proposed framework can guide the movement and maintain the quality of the services. The theme is relevant for socio-environmental security and risk prevention in the logistics process. Thus, to obtain the information was used an exploratory research with qualitative approach obtained by means of secondary data as books, decrees, ordinances, and legislation. The research identified points relevant to the quality of the services in road transport of explosive material.
