The cluster growth methodology and case study

Abstract: A methodology for collaborative development of regional economic policy is presented. Based on the systems approach and Porter's Determinant Model, the Cluster Growth Methodology is a process that enhances communication and learning for the participants. It utilises the collaborative efforts of government, industry and academic organisations to develop effective and timely economic policy. This article reviews the methodology and the conceptual model it utilises. It then reviews their implementation within the Arizona-Sonora (Mexico) region and how it attempts to gain greater advantage of the North American Free Trade Agreement for regional manufacturing firms.
