A multi-objective approach for locating temporary shelters under damage uncertainty

Abstract: Every year, natural disasters such as earthquakes, hurricanes, landslides, etc. kill thousands of people and destroy habitats and assets worth millions-of-dollars. Choice of temporary shelter areas and subsequent relocation of homeless people play a crucial role in post-earthquake relief operations. This paper proposes a multi-objective location-relocation model based on goal programming approach considering uncertainties of damage to infrastructure due to earthquakes. The model considers multiple objectives of risk, number of sites, unmet demand and qualitative suitability of locations and generates solutions under different scenarios of damage. A numerical illustration is also presented to demonstrate the applicability of proposed approach in solving the decision problem.
