EU public procurements - analysis of Tenders Electronic Daily

Abstract: The analysis of European public procurement practice is greatly supported by the Tenders Electronic Daily (TED) database. By linking the contract notice and the contract award notice we examine efficiency measures in the public procurement structures and processes. Our study points out that the TED database can only be analysed after comprehensive data cleaning in order to get reliable results. We analyse the basic contexts that can directly support decision-making processes. Based on our findings, procurement value showed significant differences across types of procurer, involvement of a central purchasing body and subject of purchase. Longer contracts usually are of higher value, while EU funding and electronic auction are used for more valuable contracts. The type of process has a close link both to the total value and the duration of the contract, however, open processes dominate the market when choosing the winner for the higher value and longer duration tenders.
