Exploring the antecedents and implications of data-driven decision-making in public procurement

Abstract: This paper explores the relationships among factors linked to data-driven decisions in public procurement and assesses the effects of such decisions on procurement performance. Grounded in existing literature and the strategy-structure-performance paradigm, the study analyses data from 196 public procurement organisations in Norway using structural equation modelling. Results confirm all four proposed hypotheses, emphasising the significant role of digital motivation in setting precise digitalisation objectives in public procurement. Establishing these goals positively impacts organisational structure development, crucial for data-driven decisions, leading to improved performance. This research deepens the understanding of public procurement performance, revealing processes that connect digitalisation motivation to increased efficiency and effectiveness. It offers insights for policymakers and procurement entities on fostering data-driven strategies, aiding in strategic planning and the application of efficient tools for data-driven decision-making, thus ensuring optimised public resource use.
