Re-design of the electronic reverse auction process: the case of Thai public procurement

Abstract: An innovative update to the electronic reverse auction procedure, e-RA, for public procurement in Thailand is designed in the Thai context to create a balanced, transparent, rational and constructive atmosphere for buyers and suppliers by retaining competition among qualified suppliers, limiting the buyer's power to an acceptable level, reducing the coercive pressure of suppliers and avoiding the auction bidding frenzy. The procurement process is reengineered to be an integrated process covering the entire sourcing process to support proposed e-RA operations. Six propositions are developed to determine the requirements of the e-RA procedure based on an extensive literature review. The proposed e-RA is a remote online real-time multiple round priced-determined reverse auction among qualified suppliers with a restricted option of revealing only the binary status of bids.
