Conducting procedures in administrative matters in reasonable time - analysis of selected case law by the European Court of Human Rights versus Slovenia

Abstract: According to the Public Administration Development Strategy 2015-2020 Slovenia is facing the challenge of much-needed modernisation of administrative procedure regulation in order to conduct procedures more efficiently and in reasonable time as well as to become more customer oriented and to adjust its administrative system to the needs of modern society. With this in mind, the paper analyses case law of the European Court of Human Rights referring to the Republic of Slovenia in relation to the application of Articles 6 § 1 and 13 of the European Convention on Human Rights for Administrative Matters. The paper identifies problems in current regulation by using normative analysis. Finally, on the basis of obtained results, suggestions for the modernisation of administrative procedural law are proposed.
