La crisis del agua en Buenos Aires, la propiedad privada y la función empresarial

Abstract: Ante el alarmante dato, que 3,3 millones de bonaerenses no tienen la posibilidad económica de acceder al agua, es necesario que todos los investigadores y gestores de políticas, pongamos en la mesa la injerencia que tiene la propiedad privada en el agua, para encontrar soluciones sociales y ambientales prácticas. En este paper analizaré y desarrollaré el impacto de la propiedad privada en el suministro del agua, junto al rol dinámico y disruptivo de la función empresarial. Analizaré el debate sobre el monopolio estatal de distribución de agua y la famosa discusión sobre la privatización ocurrida en los años 90´en Buenos Aires. La investigación consta de una primera parte estrictamente teórica (praxeológica), para luego analizar lo que la evidencia empírica indica./ Given the alarming data, that 3.3 million Buenos Aires do not have the economic possibility of accessing water, it is necessary that all researchers and policy managers, put on the table the interference that private property has in water, to find practical environmental and social solutions. In this paper I will analyze and develop the impact of private property on water supply along with the dynamic and disruptive role of the business function. I will analyze the debate on the state monopoly of water distribution and the famous discussion on privatization that occurred in the 90's. The research consists of a strictly theoretical (praxeological) first part, to then analyze what the empirical evidence indicates.
