ADAPTING THE PRINCIPLE OF SUBSIDIARITY AND PROPORTIONALITY TO THE NEW OBJECTIVES OF THE EUROPEAN UNION

Abstract:
This article presents the new working method proposed in 2018 by the Task Force on Subsidiarity and Proportionality in line with Scenario 4 "Less but More Effective" in the White Paper on the Future of Europe for active and equal participation of the authorities of the European institutions and all levels of intergovernmental governance in reaching the new European Union targets set by 2025. This approach requires full respect for the roles played by the various European institutions, national, regional and local authorities and national parliaments in contributing more effectively to developing European Union policies and drafting new legislation.
