STRENGTHENING THE STRATEGIC PARTNERHIP BETWEEN THE EUROPEAN UNION AND LATIN AMERICA AND THE CARIBBEAN

Abstract: Since the first Summit in Rio de Janeiro in 1999 which set up the Strategic Partnership between the regions, the European Union and Latin America and the Caribbean have maintained privileged relations. In this period, EU became the third largest trade partner, first investor in LAC and the largest provider of development cooperation.20 years after the Rio Summit, the new Joint Communication presented in April 2019 by the European Commission and the High Representative - “European Union, Latin America and the Caribbean: joining forces for a common future” is setting out a vision for a renewed bi-regional Strategic Partnership. It will be up to the next Commission and the next High Representative to implement and to put it into practice through EU financial instruments for the next budget cycle 2021-2027.In this context, this article aims to analyse the status of the EU-LAC relationship, the EU support for development and Latin American regional integration processes, the strategic and electoral context 2017-2019 in LAC, as well as the new Joint Communication for strengthening the bi-regional Strategic Partnership.
