FROM 16+1, TO 17+1, THEN TO 14+1 AND THEN WHERETO?

Abstract: A decade after its launching, the 16+1 platform, founded in 2012 by China and 16 Central and East European (CEE) countries, EU (11) and non-EU members (5), as a win-win initiative for thedevelopment of cooperation, investments and commercial exchanges between China and these countries, has not yet managed to fulfill China’s generous promises and the great expectations of the CEE participants. Disappointed with the numerous project failures, the CEE countries continue to take part in the annually organized 16+1 forums in an inertial manner, but they are, in their great majority, in a disengagement process, while a seemingly increasing number of them announce or ponder to announce their exit. This article looks at these developments and tries to uncover what purposes China really had when initiating this non-functional platform, what benefits it has obtained so far and what are the prospects of this format further on.
