Abstract:
The last time, we all have seen the devastating effects of climate change, which are becoming more frequent, more severe and complex. As proof, combined temperature of the atmosphere and oceans has increased by 0.68 degrees Celsius, 2014 is considered by NASA and NOAA hottest year in history, globally. They join the military and non-military risk effects on global security, economic diversification, development of scientific experiments with unpredictable effects, production and marketing of dangerous substances. The main common element of these effects is the production of disaster, emergency generators, with irreversible effects on life, environment and sustainable development of the planet Earth. It has become a global issue of the highest priority and led to the initiation and development of global policies aimed primarily disaster risk reduction and their negative effects. As a result, Romania, joins global effort to reduce the risk of disasters and their effects through concrete and effective measures for prevention and management of emergencies. Coordinating body at the local, regional and national activities for prevention and management of emergencies, and ensure the human, material, financial and other resources necessary to restore normal state, including qualified first aid and emergency care is Emergency Situations Department. Specialized body which provides nationwide, defense of life, property and the environment against fires and disasters and national contact point function in relation to international governmental and nongovernmental organizations with responsibilities in this field is the General Inspectorate for Emergency Situations. An important role in the performance of duties and international obligations it has technical intervention in emergencies. Effectiveness of the intervention is given by the degree of endowment and wear thereof.
