Abstract:
Ex-post analysis plays an increasingly important role in competition authorities’ activity, which continuously pursue the improvement of their decision making process. Case complexity, data availability, resources limitations and personnel training level are just some of the factors which limit the development of a one-size-fits-all evaluation methodology. In literature, there are different ways of approaching competition policy evaluation. In this paper, we present the main comparison-based evaluation methods which seek to identify a causal relationship between the decision of a competition authority and the subsequent development of markets (social experiments, natural experiments, matching methods and instrumental variables), in terms of their role in assessing the effectiveness of competition authorities’ decisions taken when enforcing merger control policy.
