Abstract:
The issue of environmental protection at international level is complex, and environmental protection in areas beyond the jurisdiction of a state involves a more special attention . Environmental damage caused in these areas have given rise to international concerns , especially since many of them have irreversible effects . The purpose of this paper is to address the responsibility of States from the perspective of the common heritage of mankind damages.
