A correction to ‘Improving work incentives in a means-tested welfare system: The 1994 Australian social security reforms’

Abstract:
In my paper ‘Improving work incentives in a means-tested welfare system: the 1994 Australian social security reforms’ (Fiscal Studies, vol. 16, no. 2, May 1995), I stated (page 51) that ‘Receipt of Partner Allowance (but not Parenting Allowance) is to be conditioned by satisfaction of the activity test’. This is incorrect. The statement should in fact read as follows: ‘Those persons who do not meet the eligibility criteria for Parenting Allowance or Partner Allowance will have to satisfy the conditions of eligibility for other payments. Generally, these will be Job Search Allowance, in which case the activity test will be applied’. The first nine words of the next sentence should be replaced by ‘These changes will have…’. I apologise to Fiscal Studies readers for this error and for any misunderstanding it may have caused.
