Human-Technical Interface of Collision Risk Under Dynamic Conditions: An Exploratory Learning Case from the North Sea

Abstract: The collision risk between a Shuttle tanker and a FPSO (Floating, Production, Storage, and Offloading) is substantial during oil off-loading operations. Various human and organizational factors are in fact said to have major shares in this collision risk exposure. The purpose of this paper is to look into this collision risk scenario and to explore issues related to, for instance, demands on the operational role of human, critical human and organizational factors that contribute to risk level, and potential early measures for risk mitigation under dynamic conditions. This was in fact a learning case that brought a number of interesting but critical issues to the surface as elaborated in the paper.
