Abstract:
This is a second-hand report of a consultancy which was carried out by Goochi Hiperman, DBA. His basic hypothesis was that without an effective manpower planning system (MPP), it would be impossible to sustain any organization development (OD) effort. It is difficult to ascertain whether the hypothesis was supported or not. This report is devoid of objectivity and is presented for consideration to those who suffer from the “planned change” syndrome.
