Abstract: This paper describes a set of techniques which has been implemented in France over the past five years to help the significant development in mass transit that took place in most French cities. It does not refer to any sophisticated and/or new methodology but rather emphasizes a comprehensive approach to users' concerns. The starting point of this work is an observation. The users' perception of reality has very little in common with the operators' perceptions of the same reality.
