Abstract: The insights gained in nearly 20 years of investigation of heuristics in integer programming may have wider applicability for developing heuristic procedures in management science. Four hypothetical principles for designing good heuristic methods revolve around the notion that because luck is involved in applying heuristic procedures one should try to weight the odds in one's favor as much as possible.
