Abstract: I think we will all agree that the discussion of Operations Research (OR) literature during the past couple of years points to the existence of a problem: the sheer volume of OR literature often prevents anyone from coping with it. When we try to solve a problem, it is appropriate to first define it and understand it---so let us take a look at the system of creation of scientific literature as it stands today. Several aspects of the process of evaluating the quality of contributions by the reviewers and the choice of publications where an author will submit the paper are discussed.
