Abstract: A major National Accounts general revision was completed by 2005 with a complete application of SEC95 and implementation of NACE rev.1.1 classification of economic activities. In particular, the last revision has needed more detailed estimates – NACE rev.2 four digits, five size classes and legal form, than published “Small and Medium-size Enterprises Survey” figures. So a new estimator, based on an indirect approach, has been defined. At the same time the method to estimate the underreporting on value added was revised.In the paper both the old estimator, based on a direct approach, and the new estimator are described and an empirical analysis, based on Monte-Carlo simulation, is presented in order to evaluate their efficiency.
