Abstract: Assuming that overcoming the crisis facing the welfare state depends on an accurate description and diagnosis, this abstract deals with some popular theses as to its causes and importance. The author describes these areas of reform as seemingly unavoidable. He demonstrates that heretofore there has been no consensus between political parties and social groups as to the necessity, aims and principles of reform. Finally he adduces various conditions which must be established as prerequisites of political feasability.
