Abstract: A high degree of standardization in the realm of telecommunication and information technologies has the advantage of exploiting high economies of scale and network effects but ignores that users’ preferences are considerably differentiated. In Europe, determining the optimal trade-off between standardization and variety is not left to the market participants. Based on the diagnosis of several market failures - e.g., severe critical mass problems and a too-much-variety-bias - the EU-Commission pursues an intervening standardization policy. The paper aims at showing that all market failures are cured if the market process is complemented by a well-designed committee process.
