Abstract: Household Surveys of the official statistics refer actually in Germany on a coordination of Mikrozensus, Laufende Wirtschaftsrechnungen and Einkommens- und Verbrauchsstichprobe. The two last mentioned surveys should be organised as a rolling sample; the Mikrozensus, a 1 %- sample of the population, would be the database from which an access-panel is drawn. As to the rolling sample calibration problems are discussed and “simple” regression estimates are recommended (instead of model assisted procedures) combined with separate adjustments of the marginals.
